The peeling paint puts the rafter in jeopardy: it is not only the end rafter/fascia, its a component of the roof.
The absence of any flashing where the lower roof portion meets the wall has been allowing the seepage of water from the roof into the crevice between the two attached buldings. The left-most rafter on the lower portion has been absorbing this water and would eventually rot as a result. As one can image, replacing that rafter would be a difficult process and would disturb the stucco veneer on both structures.
