Hi Mindy, thank you for your question. The pebble finish is integral to the floor slab - meaning the pebbles are in the concrete that makes the floor slab. The slab surface is 'washed' prior to the slab drying to expose the pebble finish. In your case, you wish to apply a finish (to an existing concrete slab?) - you could investigate products such as those used to finish swimming pools in a pebble finish for example - I have no direct experience with these products.
