That looks like a hybrid of carpenter built newels with prefab balusters. I would guess powder coated aluminum. the inserts are easy to find at any home reno place. The decking looks manmade. perhaps Trexx

The Railing brand is RailCraft, it is aluminum and powder coated fine textured black. It is a custom railing definitely not something found at any lumber yard. The grey decking is TimberTech Silver Maple with Azek Hazelwood perimeter and circle inlay.
