This is called a Stilt Palm, most notably because of the base of the tree that has roots that extend outward and with open space below - similar to stilts. Very delicate, likes shade and this ornamental palm likes it best when planted where it can be protected from the wind (helps to protect the large frons and keep them together as you see here.) Also, can get damaged from cold to freezing temperature drops. Is a tempermental palm.
